Proposed changes to the BFC Bylaws concerning policy proposals submitted to the BFC Executive Committee

The proposed changes, shown in the PDF below, are meant to address these questions:
1.   What information, if any, should be made available to faculty about policy proposals submitted to the BFC Executive Committee? 
2.   Should the BFC Executive Committee, itself, have authority to review policy proposals submitted to it, or should all proposals instead be reviewed by BFC standing committees whose primary role is legislative (as opposed to administrative)? 
3.   Should the “agenda-setting” authority of the BFC Executive Committee extend beyond setting the agenda of individual BFC meetings?
4.   Should standing committees seek input from the Council about proposals that they have agreed to review?
